Non Transient Hard Safety Stock Not Planned When Using Planning Time Fence (PTF) in Plan Options (Doc ID 1423484.1)

Symptoms


On : 12.1.1 version, Constrained planning in PROD:

Users on 12.1.1 base apps and have applied 12.1.1 CU4 patch 9058835. They using 64 bit Linux MBP and have file version MSONWL64.ppc 120.3.12010000.117 which they got from one off patch 12427134. They've recently done a lot of work by setting up Planning Time Fence Dates on about 1500 items. They also already had setup Hard non transient/ Non-MRP Planned setup for these items. They do this a little differently than I've seen most customers. For some items they have have a solid qty like 18,000 for the plan horizon. But for other items they do have weekly changes to this INV safety stock setup like the following:

13-FEB-2012 qty = 280
20-FEB-2012 qty = 297
etc... on through the planning horizon

Users run ECC constrained plan with Planning time fence enabled. They have found for about 1200 items, the PAB is dropping quickly for the items below safety stock and this continues to go down throughout the plan horizon. When they start checking for planned orders being generated for safety stock they find none on all these 1200 items. They've tested if they remove the PTF for an item, then safety stock is generated correctly for the item throughout the plan horizon. BUT they have constraints on the shop floor where they must have the PTF in place. One thing they seem to notice that's common is that if the Projected Available Balance is above the safety stock value within the PTF, then safety stock IS planned correctly. If the PAB goes below safety stock inside the PTF, then safety stock IS NOT planned for the entire horizon for that item

MSC: Include Safety Stocks in Priority Based Pegging = Yes
MSC: Maximum Percentage variation in safety stock values is NULL
MSC: Minimum Percentage variation in safety stock values = 0
MSC: Safety Stock Project is NULL
MSC: Safety stock change interval (Days) = 1
MSC: Split Planned Order to perform safety stock pegging = 2 means Yes but do not violate order modifiers
MSC: Smoothing method to calculate Safety stock within Change interval = 2 which means average
MSO: Maximum Inventory Level % of Safety Stock is NULL
MSO: Supplies used for satisfying transient safety stock = 2 which means Closest pegged supplies

I thought there could be a missing profile causing this problem so I had them create the following profile and set it to No but it did not help: MSC: Make Safety Stock Transient = No

EXPECTED BEHAVIOR

Expect safety stock to be generated as per their Hard INV setup for all items properly

STEPS

The issue can be reproduced at will with the following steps:
1. Add planning time fence data and Non transient safety stock to many items and run data collections
2. Run ECC constrained plan
3. Review results and see about 80% of their safety stock items with PTF are not generating any safety stock planned orders - about 1200 items
