INCFIF - Generate Forecast Generates 0 (Zero) Quantity Due to Programs Run Out Of Sequence Intermittently (Doc ID 1424536.1)

In 12.1.1 Generate Forecast in PROD:

Users have observed that Generate Forecast concurrent request spawns three separate requests the should complete in order:

Generate Forecast (INCFIF/INVDSLDF)
Summarize demand histories (INCFDH/INCFDH)
Compile item forecast (INCFIF/INCFIF)

They notice intermittently that the compile item forecast request will launch and complete prior to the Summarize demand histories request. When this happens, the forecast generates qty = 0 for the items included in the parameters for this request set. How is this resolved?
