Events are assigned to a wrong bill by pipeline manager.

CHARGING_END_TIMESTAMP :2011-04-01 00:45:00
BILL_NEXT_DATE :2011-03-31 22:00:00
EDR was assigned to the following item: /item/XX_usage 15628477
BILL_T.START_T for that item is: 2011-03-01

Steps to reproduce:
1. Create an account
2. Run 1 phase billing.
3. Create EDR's with created account
4. Load rated EDRs into BRM database
