OpaConfig gives HTTP-400 error after logging in

Symptoms
After logging in, OpaConfig returns a HTTP-400 error. The details in note: 1060628.1 are not the problem as the link used is: http://<servername>:7777/opaadmin/opaconfig.do. You get the login dialog screen, but after entering the username and password receive the HTTP-400 error.
