Error when clicking LOV button for a Graph in Graph Viewer: HTTP 500 website cannot be displayed (Doc ID 1430762.1)

Symptoms

When clicking the parameter option (LOV button) for a graph in Graph Viewer, the parameter list opens the first time. but if closed and clicked again, the parameter window displays the error "HTTP 500 website cannot be displayed" error. The error persists even after logging out and logging in again. The issue occurs for both baseline graphs and Custom graphs.
