1. Create an account with some services and products (with some charges).
2. Generate bill.
3. Perform an event-level dispute via Customer Center.

Customer Center generates below event dispute flist and uses value "9" in the flags field when an event dispute is raised with tax exclusive option. However the use of this option is not documented.

What is the significance of this value "9"?
