Goal

Scenario

1. Create an account with some services and products (some charges).
2. Generate bill.
3. Perform an event-level dispute via Customer Center.
4. Customer center will generate following flist

Customer Center uses value "9" in the flags field (event dispute flist; see below) when an event dispute is raised with tax exclusive option. However the use of this option is not documented in BRM.
