All PPM 9.0 Services Started Except PPM service After A New Install With SSL Enabled

On : PPM 9.0 version, Installation
ACTUAL BEHAVIOR
---------------
Primavera Portfolio management 9.0 PPM module failure after fresh install (in a non-default path) with the following error:
Could not get database property: Function Engine - Net Address
System.NullReferenceException: Object reference not set to an instance of an object.
SSL is enabled and non-default IIS port values were set for TCP and SSL.
All services were started in the PPM Console except the PPM Service.
Prosight log error:
-------------------
service communicator cannot connect
System.Net.Sockets.SocketException: A blocking operation was interrupted by a call to WSACancelBlockingCall
EXPECTED BEHAVIOR
-----------------------
Once PPM 9.0 module should work after install.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use PPM successfully.
