"File -> Change DB Password" Fails With "Invalid Old Password" (Doc ID 1434314.1)

Symptoms

When attempting to change your password using the "File -> Change DB Password" menu the following error occurs even though you are 100% certain the old password is correct.

ERROR

Invalid Old Password

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Oracle Clinical
2. Click File -> Change DB Password
3. Enter correct old password
4. Enter new password twice and click Change (error appears)
