Very Slow Login Time For the Users Not Using LDAP, Slow File Upload/Download (Doc ID 1434484.1)

Symptoms

LDAP user logins fine.  The database authenticated user login is very slow.

Error: Error 500--Internal Server Error
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.5.1 500 Internal Server Error
The server encountered an unexpected condition which prevented it from fulfilling the request.

Also file upload/download is slow.
