IccpAdapter is Losing Connection to Livedata and SMService Shows Adapter as Failed (Doc ID 1434567.1)

Goal

The IccpAdapter is losing the connection to the LiveData server for some reason.  The log shows that it reconnects, but when an smsReport is run the IccpAdapter is showing as failed.  This connect/fail/connect seems to keep cycling.  Once the adapter connection re-establishes, status messages are successfully being sent.  From the IccpAdapter log:
