DDService and MTService Fail With " **FATAL** SwitchMgr: class [switch] not found "

Symptoms
After importing the database from a different system, the services are restarted. This fails when DDService does not start and shows this error in the DDService log.

A similar error is occurring when MTService tries to start:

03/13 14:22:29: 0x1,ctp=1100598c8,"<MAIN-TASK>" **FATAL** SwitchMgr: class [switch] not found
