Getting "Setup has detected that Oracle client is not installed on this machine" Message When Trying to Install Schema Creation Tool. (Doc ID 1435334.1)

Symptoms

Schema creation tool cannot find Oracle Client even though the oracle client is installed on a windows 2008 server. It has a registry entry and is showing up in the Program Files and in Start->All Programs.

Argus Safety Installer gives the following errors when trying to install Argus Safety Schema Creation Tool:

First Error:
"Setup has detected that Oracle client is not installed on this machine. Please re-install Oracle Client and then re-run Argus Safety Installation"

Second Error:
"Oracle Client / OLE Objects was not found and is required to install Argus Schema Creation Tool. Please refer to the Installation Guide."

Steps to Repeat:
1. Launch Argus Safety Installer
2. Choose Schema Creation Tool from the list of programs to install
3. Click next
4. Observe that it shows the following errors:
