When slotting a circuit on a Facility Assignment, it will not add the assignment to the design.
In Reconcile Assignments window the assignment (connection) is seen but when user tries to "Add to Design" following error pops-up.
Error: " Could not retrieve the equipment hierarchy for placing on the DLR".
