After Transfer Subscription, proration is calculated on the new account (debit) but not on the old account (credit proration).

After Transfer Subscription, proration should be calculated on the new account (debit) and also on the old account (credit)

The issue can be reproduced at will with the following steps:
1. Create Parent and Subordinate account as per the below Heirarchy:
Account A (Pay)
Billinfo 1
Account B (Non Payable)
Billinfo 2
2. Transfer Service from account B to Account A
3. The Cycle Forward Item is generated for the Parent Account (Account A) with X (the amount as the CF fees of the Service).

Query:Charges calculated are not correct when transferring subscription. How to fix this?
