Deleted Transfers Result in RIB Error and Record Remains in TSF_MFQUEUE (Doc ID 1437936.1)

Symptoms

All transfers that are deleted in the front end result in a Retail Information Bug (RIB) error and the record remains in TSF_MFQUEUE.

RIB messages pubError:
"Cannot find transfer head for tsf_no being published: tsf_no %s"


Steps to Reproduce:
1. User deletes transfer using RMS transfer maintenance.
2. TSFPRG runs in the overnight batch process.

At this point the transfer has been deleted from the header and detail table TSFHEAD and TSFDETAIL. 
However the RIB message fails and remains in the RIB hospital with a pubError.
Additional error text shows the error:

And the transfer number remains in TSF_MFQUEUE with message_type = "TransferDtlDel" and pub_status = "H".

The transfers continue to stack up in the RIB hospital.

This began happening after applying the patch for defect 11926130 (in <Patch 13045483> - RMS 12.0.11.6 BUNDLE HOT FIX)
