Rate Code On Circuit Info Tab Does Not Update (Doc ID 1442352.1)

Symptoms

Upon creating a new serv item and creating a circuit to go with it the Circuit Info tab on the order will update with some info from the circuit, but not the rate code unless a change order is entered.

Replication Steps:
1) Create new PSR order
2) Assign new circuit (eg circuit1) and rate code as DS1
3) Assign provisioning plan with DLRD task
4) Open the DLRD task and modify the rate code to DS2 and save current issue.
5) Reopen the order and the rate code value of circuit in order still shows DS1
