Messages in mss.external.event.queue Not Being Polled by External Event Generator.

When an Event Generator (EG) is created to poll messages from "mss.external.event.queue" it fails with following error:

The Error was:
weblogic.jms.common.JMSSecurityException: Access denied to resource: type=<jms>, application=conversational-jms, destinationType=queue, resource=mss.external.event.queue, action=receive.
