The PI CCSCD1=ADD Command Fails with Error "NACK:6-PROVIDER Is null"

Symptoms
When running PI (Provisioning Interface) commands against a Network Charging and Control installation which has been rolled back from the 4.4.1 version, the PI no longer accepts CCSCD1=ADD commands without specifying the Provider.
A PI command such as the following which used to complete successfully:
CCSCD1=ADD:MSISDN=123456,PROVIDER=Boss,PRODUCT=myProduct,CURRENCY=USD,MAX_CONCURRENT_ACCESS=10,INITIAL_STATE=S,SYNSTAMP=20120331175623;
No longer completes successfully and is rejected by the PI with the following error :
CCSCD1=ADD:NACK:6-PROVIDER is null,SYNSTAMP=20120331175640;
