Not Able To Create Balance Monitor Group Through Customer Center 7.4 Patch Set 8

The issue can be reproduced with the following steps from Customer Center 7.4 Patch Set 8:
1. Create an account [A0] without a plan.
2. Create 3 more accounts [B1, B2, B3] with some plan, and having the account [A0] created on the step 1. as the parent of B1, B2, B3.
3. Create a balance monitor group on A0 account.
Balance Monitoring Group did not get created for the parent account which does not have any deals.
Balance Monitoring Group should be created even for the parent account which does not have any deals.
