BRM Client Unable to connect to the server (Doc ID 1447252.1)

BRM Client (Customer Center , Pricing Center ) are not able to connect to the BRM server

A Window is popped up showing that message

"Customer Center\Pricing Center cannot connect to Pipeline database. Please contact your system administration."

Note: We are able to connect using testnap though.

No javaPCM.logs are getting generated

What is the reason for this issue?
