While trying to create the IPs using the opcode PCM_OP_IP_DEVICE_CREATE, the IPs doesn't start as per the value given in the PIN_FLD_START_IP_ADDRESS. If the value is given as 184.108.40.206, then the starting address is created as 220.127.116.11 instead of 18.104.22.168.
1. Create flist for PCM_OP_IP_DEVICE_CREATE with PIN_FLD_SUBNET_MASK and PIN_FLD_START_IP
2. Call PCM_OP_IP_DEVICE_CREATE
3. Check the list of ip's created from the opcode.
4. The PIN_FLD_START_IP is not created
