Submenus Overlapping on Argus Safety Menus (Doc ID 1449089.1)

Symptoms

After logging in to the Oracle Argus Safety application, Menu and its Submenus are seen to overlap, omitting certain options from the list.
 
Example#1:

The Reports >> Aggregate Reports sub menu is normally shown as follows;
Reports
 |--Compliance
 |--Aggregate Reports -> |--Case Data Analysis
 |--Periodic Reports        |--CIOMS II Line Listing
 |--Bulk Reporting           |--Case Listing
 |--E2B Pending             |--System Reports Library
 |--Processed E2B
 
On some environment, it is sometimes shown as follows;
Reports
 |--Compliance
 |-Case Data Analysis
 |-CIOMS II Line Listing
 |-Case Listing
 |-System Reports Library
 |--Processed E2B
 
Example#2:

If user's group is restricted for its menu accesses to display only the submenus under the Aggregate Reports, 
it is shown as follows;
Reports
 |-Case Data Analysis
All the rest submenus (cioms, case listing and library) are not displayed even if its group has menu access for them.
