MBP Fails When Calculate Resource Requirements Is Enabled (Doc ID 1449100.1)

Memory Based Planner fails with below error message when plan option Calculate Resource Requirements is enabled. When we run a plan with this disabled, the plan completes normally.

The error message is:
APP-FND-01564: ORACLE error 3149 in mrcrsf_create_res_file

Cause: mrcrsf_create_res_file failed due to ORA-03149: Invalid Oracle error code

The SQL statement being executed at the time of the error was: insert into msc_resource_requirements (plan_id,transaction_id,last_upd and was executed from the file .
APP-MRP-22075: An internal error has occurred (mrfrsp_flush_res_plan, 11, 159531, )
