13795960 ASCP Does Not Honor End Item Substitution For Pre-Configured Items (Doc ID 1450332.1)

Goal

Users have applied 12.1.3.4 code line for VCP/ASCP  They're using 64 bit Sun MBP and have file version MSONWS64.exe 120.14.12010000.47 so it does not appear there are any one off's applied at this time..  Their issue is in regards to ASCP does not honor End Item Substitution for Pre-Configured Items  (IE ATO Models that have been configured to their *xxxxx item

Users are running an ECC constrained ASCP Plan. Decision rules have also been enabled.  Models, Option Classes and also Preconfigured Items (star Items have been defined) have been defined. Item substitution relationship has been entered:  

Item JMATOMODEL*318483 can be substituted with Item JMSUBMODEL*318503.
Components under Item JMATOMODEL*318483 are not available and longest lead time for its components is 10 days also it takes a day to assemble.
However for Item JMSUBMODEL*318503, all the components are available and it has no resource constraint.

It is expected that based on end item substitution logic plan should have  substituted JMATOMODEL*318483 with JMSUBMODEL*318503. Currently Plan does not recommend substitution and suggested ship date is in the future.

It should be noted that this is pure end item substitution and the relationship is reciprocal.  Also the supply is being pushed out beyond the sales order due date when it could be satisfied much earlier with the substitute
