Inverted Question Marks Appear On Most Of The Fields And Tabs For Argus Japan User. (Doc ID 1450776.1)

In Argus 6.0.3, When logging with English user, all the fields and tabs are properly displayed. But with Argus Japan user most of the fields and tabs are getting inverted question marks instead of Japanese text.
