No Outgoing Connections Created After Enqueue Of Messages

On a regular basis, mail messages on a few of our tcp_* channels are getting enqueued, but there is no message dequeued.
The job_controller seems to be running fine, as other channels are getting processed.
A restart of the job_controller seems to solve the problem temporarily, but sometimes one channel queue is solved and a few seconds later the queue for another channel is growing.
Additional specific tcp_* channels were added recently. Now it seems to happen more frequently.
