Service Activation Fails When Activation Date Is Set Earlier Than The Last Update To Account (Doc ID 1451970.1)

Symptoms

Customer is using an end to end system composed of:
  
Siebel 8.1.1.4 => AIA 2.5.1 => BRM 7.4 PS7 => Oracle 11g RAC
  
Whenever they want to activate a service on BRM through a Siebel order passed by AIA and the date set on the order is set to an earlier time than the last update to the account, the service activation fails.
The order passed to BRM to activate a service works fine if the order is the latest one for that account.
The issue occurs when the order has a date set to an earlier time of the last update to the account.
