Shipped Sales Order Items for Consumed Forecast Reappears in the ASCP Planner Workbench (Doc ID 1452006.1)

Symptoms

Users find that past due forecast that was previously consumed in ASCP shows up again as open forecast demand after they finally ship the sales order that originally consumed the forecast.  It should be noted the forecast was way past due and so was the sales order.  Now the ASCP plan shows the open forecast and generates a planned order for supply unexpectedly. How is this resolved?
