Subordinate Account Created After BDOM Change Of Owner Has Wrong BDOM Date (Doc ID 1452297.1)

Symptoms

When a parent account changes DOM, a newly created child account does not have the same billing date.

Steps to Reproduce:

  1. 04.05.2011 : Create payment responsible (parent) account and its subordinate (child) account with BDOM = 4
  2. 06.06.2011 : Perform billing of child and parent account
  3. 15.06.2011 : Change BDOM from BDOM = 4 to BDOM = 1
  4. 29.06.2011 : Create new subordinate account
    Right now for parent account : actg_next_t = 4.7.2011, actg_future_t = 1.8.2011
    For newly created child account (non-paying) : actg_next_t = 1.7.2011, actg_future_t = 4.7.2011 (next_bill_t = 4.7.2011 , future_bill_t = 4.7.2011)
  5. 3.7.2011 : Perform billing of subordinates and payment responsible account
    New subordinate : actg_next_t = 4.7.2011 , actg_future_t = 4.8.2011 ; but no bill was actualy created for the account
  6. 6.7.2011 : Billing of subordinates and payment responsible account
    Payment resp. acc. : actg_next_t = 1.8.2011 , actg_future_t = 1.9.2011
    New subordinate : actg_next_t = 4.8.2011 , actg_future_t = 4.9.2011 . Bill is created from 29.6.2011 to 4.7.2011
    This bill refers to a parent bill for period 4.6.2011 till 4.7.2011
  7. 3.8.2011 : Billing of subordinates and payment responsible account
    Original subordinate is billed and bill is closed. Payment responsible account is billed and bill is closed
    Bill for new subordinate account is not closed
  8. 6.8.2011 : Billing of subordinates and payment responsible account
    Only new subordinate account is billed. However its bill does not have filled bill_no and parent_id0 does not point to a parent bill (value = 0).
