Symptoms

The customer was having an issue with capabilities on frame relay POS subinterfaces. Some of the interfaces were not being discovered with capabilities, and therefore could not be configured with L3 MPLS VPNs

Changes

Device was recently upgraded to IOSXR and also managed by the IOSXR cartridge
