Wrong Transfer Pricing Rate Generated When Propagation is Used and Multiple Currencies Are Processed

On Oracle Financial Services Funds Transfer Pricing (FTP) 5.6, when running a FTP Transfer Rule defined across multiple currencies with conditional assumptions and propagation checked, the results for two of the currencies (besides the first alphabetical currency - EUR) is incorrect.
If propagation is unchecked, then the results are correct. A single As_of_Date exists in the Instrument table being processed (so no propagation should be performed).
When using TP Rule without a Conditional Assumption (only direct assignment of TP methods), it works fine with and without propagating Transfer Rates.
When using TP Rule with a Conditional Assumption (direct assignment is Do Not Calculate), it works fine without propagating Transfer Rates. Only when propagation is checked does the transfer rule not work. Only one currency is processed correctly, the other currencies have incorrect results.
Expect correct transfer rates for each currency whethere propagation is enabled or not.
The issue can be reproduced at will with the following steps:
1. Create a Do Not Calculate conditional assumption TP Rule for multiple currencies
2. Create a FTP Standard Process with Transfer Rate and Propagation checked
3. Run the FTP Standard Process
