VMI Sales Order Processing - Sales Order Header Status Is "Entered" But Line Status Is "Booked" (Doc ID 1454738.1)

Symptoms

12.1.3 in Test

PROBLEM
-------------
Using customer VMI process and releasing orders that will create sales orders in OM by running the Create/Update Order for VMI process.

Order header is ending up in ENTERED Status and Order Lines are in BOOKED status.

Order header is set to ENTERED status due to hold setup for this type of order... so the lines should not end up in a different status.

STEPS
--------
run VMI process
This launches the Create./Update orders request
lines end up in different status than header.

EXPECTED BEHAVIOR
----------------------------
lines and header should be in the same status - ENTERED

BUSINESS IMPACT
----------------------
cannot use this process, we require to be able to update the lines with project and task information and this cannot happen when the order lines are booked.
