Symptoms

On : 12.1.3 version, Planning Engine

ACTUAL BEHAVIOR
---------------
Find that where there is a Plant Resource with a count > 0 and set up as schedule to instance and this resource is used on multiple existing OPM Batches where the required count of this resource is 1 that all these works orders are scheduled against one resource instance in PS

EXPECTED BEHAVIOR
-----------------------
That these works orders will be spread across the available resource instances

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up resource/route and existing batches as above.
2. Run the ASCP Standard Collection, complete refresh
3. Launch the PS Plan NOTE: linked to ASCP collected data, not an ASCP plan
4. Solve.
5. See that all the works orders are scheduled against a single resource instance where there are multiple resource instances available.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot shorten the overall lead time by having the existing batches scheduled at the same time on the available resource instances
