'Could not Connect to the Database from Login Information' Error Running Batches in OFSAAI

Oracle Financial Services Analytical Applications (OFSAA) - Version 5.x
On Oracle Financial Services Analytical Applications Infrastructure (OFSAAI) - Version 7.2.10, when attempting to run the batch validation job through an ICC batch, the following error occurs:
2012-05-01 | 13:29:06 | runprocedure | SEVERE | | | Could not Connect to the Database from Login Information
2012-05-01 | 13:29:06 | runprocedure | INFO | | | After Calling execProc
2012-05-01 | 13:29:06 | runprocedure | SEVERE | | | Stored procedure execution failed
The log says cannot connect to the database from login information.
OFSAA is able to pull data from database but when the batch job is executed, the above error is encountered
The issue can be reproduced at will with the following steps:
1. Migrate OFSAA application from one environment to another
2. Start applications
3. Execute the validation batch
Newly migrated OFSAA instance.
