On : 2.3.1 version, TD - To Do

ACTUAL BEHAVIOR
---------------
If run a batch that create ToDos for the more than one time, it will create the same ToDos for the same Accounts even if the old todo is open , this will made duplication.

All of the To Do Entries with same error message for same account listing causing extra workload.


EXPECTED BEHAVIOR
-----------------------
The batch should check if the account already has an open todo with same type and reason it shouldn't create a new one.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run a batch job which generates To Do Entry.
2. Re-run above batch job.
3. From To Do Search Page, lots of to do entries with same type for same account generated duplicate.
