EDR Type 15 Missing When Trying to Redeem an Already Redeemed Voucher

Symptoms
Introduction
When a voucher is redeemed, in a normal situation, the system should produce two types of Event Data Records (EDRs):
- Type 15 : This records the Voucher Redeem action.
- Type 4 : This records the Wallet Recharge action.
If more than one VWS pair is deployed, it is possible that the Voucher Redeem action and the Wallet Recharge action are happening on different VWSs, if the voucher and the wallet have been provisioned on different pairs.
In any case, those EDRs should be pushed to the Service Management Server (SMS) by the cmnPushFile and be processed by the ccsCDRLoader process, and more specifically by the VoucherRedeemPlugin.
