Argus Print Service Not Responding On Transaction Server

Running Argus 5.0.3.
When Log off from Windows on the application server, the Windows 'End Program?' window appeared for ArgusPrintSvc.exe which was also trying to end.
It did not terminate correctly on its own, so user had to manually click End Now.
Why was this Not responding in task manager? Is this suppose to be running? If not, how to remove?
