Pin_cycle_fees -purchase Kept Picking up the Same Set of 5000+ Products Checking for Applying Purchase Fees (Doc ID 1457683.1)

Goal

'pin_cycle_fees -purchase' went into infinite loop, no purchase fee was charged on products with 'Purchase Fees'. Applied <Patch 13641164> as suggested by the KM <Note 979370.1>.
Now, purchase Fees was charged on all eligible products (products with Purchase Fees), and there is no more infinite loop. But, the script kept picking up these same set of 5000+ products checking for any need to apply Purchase Fees.

We do this regularly "Activate and Inactive Service/Product" (with no Purchase Fee). Hence, the number of products picked up by 'pin_cycle_fees -purchase' keeps increasing.  Most of these products don't have a PURCHASE_FEES to charge, please advise if we can manually update (using SQL) the flag with PIN_PROD_PURCHASE_CHARGED?
