OfflineDB Update Consumes Approximately Two hours Daily

When IDDI data is generated on the server and the client attempts to consume the data at the scheduled infrequent consumption time, it takes approximately 2 hours to update the offlinedb, however if the IDDI_Cache and the offlinedb folders are deleted from the client and restarted, client starts up in 30 mins .

Steps to reproduce:
1. Server is scheduled to produce data files at 7:00 AM
2. Client is scheduled to consume data files at 7:30 AM
3. Store opens at 9:30 AM
4. Client is still consuming data when cashier begins operations. Cashiers login early to delete the IDDI folder to process the files again this consumes approximately 30 mins. Scheduled processing consumes approximately 2 hrs.
