Logging into Web Client Fails with Error 'Invalid User ID Or Password' in WebLogic Environment Even Though Account Lockout is Disabled in Java Client

Symptoms

When attempting to login to Web Client with certain user, the following error occurs.

ERROR
-----------------------
Invalid user ID or password

Also below error can be seen in agileDomain.log:
<Critical> <Security> <BEA-090403> <Authentication for user username denied>
<Notice> <Security> <BEA-090078> <User username in security realm myrealm has had 5 invalid login attempts, locking account for 30 minutes.>
Cause


WHAT IS WORKING
-----------------------
The same user can login to Java Client with same username and password.
After admin user resets the password of the problem user, and waiting for about 30 min, the problem user can login to Web Client successfully.

FACTS

-----------------------
Agile Application Server is WebLogic
Java Client > Admin tab > User Settings > Account Policy Account Lockout is disabled
The problem user is database authenticate user
