The following is seen in the logs when running the Collect Shipment and Booking History:

Findings

Through investigation found this error is thrown due to the UNDO_RETENTION database parameter not being set to the correct size.
The following internal bug was found on the subject:

unpublished Bug 9041409 - NOT ENOUGH SPACE IN UNDO TABLESPACE
