Payloads Unmanagable After Loss of Service Controller(s) with TCP Inter-Node Communication

Information in this document applies to any platform.
On OpenSAFfire 6.1, when using TCP as the internode communication protocol, upon the loss of all Service Controllers, the Payloads go unmanaged and do not recover until OpanSAFfire is restarted on the Payload node.
When the Payload nodes are unmanaged, the components continue to run in:
