Payloads Unmanagable After Loss of Service Controller(s) with TCP Inter-Node Communication (Doc ID 1467075.1)

On OpenSAFfire 6.1, when using TCP as the internode communication protocol, upon the loss of all Service Controllers, the Payloads go unmanaged and do not recover until OpanSAFfire is restarted on the Payload node.
