Issue In Applying Charges For Non-prorated Cycle Arrear Event. (Doc ID 1467533.1)

Symptoms

We have configured the product for cycle arrear event. It is non-prorated and the proration tab configuration is: Purchase behaviour: charge for entire cycle and Cancel behaviour: charge for entire cycle. While we inactive the product for the first time in the bill cycle, the charge for this product is not getting triggered.

Reproduction Steps:
Make the "- fm_bill change_start_time_on_activation 0" entry in pin.conf


1. Create a plan with product to cycle arrear event of $75. It is non-prorated and the proration tab configuration is: Purchase behaviour: charge for entire cycle and Cancel behaviour: charge for entire cycle

2.Jan 1, 2013 Create an account with above created plan

3.Feb 1,2013 Generate the first bill

4.Feb 5, 2013 Inactivate the account, charge is applied for the non-prorated product.

5.Feb 10, 2013 Activate the account

6.Feb 15, 2013 Inactivate the account.

Current Behavior:
charge is getting triggered twice in the bill cycle and total bill amount is $225 ($75 + $75 + $75)

Expected Behavior:
charged only once in a bill cycle, and total bill amount is $150 ($75 +$75 )
