Insight Incremental ETL Fails To Complete With the Error "ORA-20010: ORA-20009: ORA-04030: out of process memory" (Doc ID 1468023.1)

Symptoms

Observed following error every time we attempted to run incremental ETL in the TEST environment.
ORA-20010: ORA-20009: ORA-04030: out of process memory when trying to allocate 80 bytes (callheap,qerrmbv[]: qerrmObnd)
 -- ERROR while processing scase_reg_reports
At 25-MAY-12
 -- ERROR while processing p_call_air_incremental
At 25-MAY-12

MedDRA upgrade 15.0 is done after which it is not working.

Attempted the following effort in hoping to resolve issue:
1) Increase pga_aggregate_target from 3GB to 5GB
2) Remove exiting incremental ETL job process
3) Execute initial ETL to bring data over from Safety (this was successfully)
4) Re-start incremental ETL failed with above error
