Initial ETL is getting stuck at 0%

Writing the following error in the STAGING_DATA_INSERT_LOG table:

ORA-04045: errors during recompilation/revalidation of APR_STAGE.PKG_PWR_STAGE_UTIL
ORA-04052: error occurred when looking up remote object INSIGHT_RO_USER.ALL_USERS@DB_LINK_ARGUS.QWORLD.QUINTILES.COM
ORA-00604: error occurred at recursive SQL level 4
ORA-01034: ORACLE not available
ORA-02063: prece
