One or both of the following symptoms may be experienced.

1. The following Schema Creation Tool error is seen when launched:

2. In the Windows Event Viewer, the following may be logged:

Faulting application Argusvr2.exe, version 7.0.1.0, time stamp 0x4f626f7e, faulting module ORACLM32.dll, version 6.0.6002.18005, time stamp 0x49e03824, exception code 0xc0000135, fault offset 0x0006f04e, process id 0xac4, application start time 0x01cd4d9f199dd6b6.
