Releasing From Planner Workbench Gives ORA-20001 NO_USER_DEFINED Error (Doc ID 1471490.1)

We have made sure that the 'APS Release' responsibility has been assigned to the user in both the planning instance as well as EBS instance.
Still getting this error when we try to release the planned orders for some of the users.

Error in release process. Please check the setup

What could cause this error??

We have setups as follows:
apscheck shows collection from 4 instances to this APS destination

Instance ID INS M2A Dblink - APS to ERP

2022 2 xapps_dev12x (Success)
6021 R xapps_rcert12x (Success)
5022 B xapps_projbx (Success)
2023 3 xapps_cert12x (Success)

Each EBS Source is separate source - we are not using cross-instance planning

Note: Cross-instance planning example would be where you have EBS Source for EMEA region and EBS Soruce for US region and plan both in a single ASCP plan.
