MRP Planning Engine When Releasing Planned Orders Is Creating Purchase Requisitions With Need By Date Prior To System Date (Doc ID 1471742.1)

Symptoms

On : 11.5.10.2 version(MRP RUP # 17) , Materials Requirements Plan.

Issue can occur on 12.1.1 Also , Materials Requirements Plan.

ACTUAL BEHAVIOR
---------------
Find after releasing some Buy Recommendation Planned Order from MRP Workbench, the Requisition that is created has a need-by-date prior to sysdate.
 
EXPECTED BEHAVIOR
-----------------------
Expect requisition need-by-date to be on or after sysdate(creation date), not before the creation date of the requisition when released from MRP
 
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Responsibility >Material Planner.
2. Release a Planned order with Implement date as system date.
3. The need by date gets calculated with reducing the post processing lead time and goes into the past.
