Screen Hangs With Hourglass When Data Filter or Group Filter is Selected While Defining a FTP Standard Process and Same List of Data Filters Do not Appear When Defining ALM Process

On Oracle Financial Services Funds Transfer Pricing (FTP) 5.6, when attempting to define an FTP Standard Process, if Data Filter is chosen for 'Filter Type', the screen hangs with hourglass and no Data Filters display.
If trying to select a Data Filter in the Oracle Financial Services Asset Liability Management (ALM) 5.6 Process, although the screen does not hang, the filters do not appear.
In FTP Standard Process, if Data Filter is chosen for 'Filter Type', the screen hangs with hourglass and no Data Filters display.
Expect the list of Data Filters to display.
The issue can be reproduced at will with the following steps:
1. Upgrade to FTP 5.6
2. Apply one-off <Patch: 13584073> - FTP V5.6 ONE-OFF PATCH TO ADDRESS MULTIPLE FTP ISSUES
3. Navigate to Funds Transfer Pricing -> FTP Processing -> Standard Process
