Symptoms

1) ### Steps to Reproduce ###
1. Create an account
2. Purchase a cycle forward product in the same day as actg_next_t, but before launching billing
3. Launch billing 2 days after
4. Note that PCM_OP_ACT_POL_CONFIG_BILLING_CYCLE is not called by billing and that the new event is not linked to the previous month's bill.

2) ### Expected result ###
PCM_OP_ACT_POL_CONFIG_BILLING_CYCLE is called by billing and that the new event is linked to the previous month's bill.
